House Appropriations Chairman William Natcher is in his twenty- first term as the Representative of Kentucky's Second District. An attorney who attended Western Kentucky State, Natcher received his law degree from Ohio State. He served in the Navy from 1942 to 1945. He lives in his home town of Bowling Green, Kentucky.
